Public Policy Information and Advocacy (PPIMA)

Since 2010, Pro-Femmes/Twese Hamwe in partnership with the Norwegian People’s Aid (NPA) is currently implementing the Public Policy Information and Advocacy (PPIMA) project. Pro-Femmes/Twese Hamwe implements the gender component of the project, which is to “Promote Gender Equality Responsiveness in Public Policies and Plans and monitoring GOR’s gender commitments at local and national level. The project is being implemented nationally as well as locally in 4 districts of Gatsibo, Gakenke, Ngororero, and Nyaruguru.

PPIMA project goal is that Rwandan civil society effectively influences government on pro poor policy formulation and implementation at national and local level. The outcome of the project is that Rwandan civil society and citizens influence the formulation and implementation of national and local policies and plans in PPIMA target areas.

In the PPIMA project, Pro-Femmes/Twese Hamwe assesses the Government Gender Budget Statements (GBS) for the ministries and 4 PPIMA districts and monitors their implementation. The project advocates for identified challenges in monitoring the GBS in relevant government institutions for improvement. The project has developed the Education, Information Communication (EIC) materials on the 3 laws : (i) The law n° 22/99 of 12/11/1999 to supplement book 1 of the civil code and to institute part five regarding matrimonial regimes, liberalities and successions, (ii) Law on Punishment and Prevention of Gender Based Violence and (iii) Law No 43/2013 of 16/06/2013 Governing Land in Rwanda.

In total 27,000 copies for EIC materials were produced and disseminated to about 2,180 people including 1,230 females to raise their awareness on the laws. The identified issues from the implementation of laws are submitted to relevant institutions for advocacy.
