Challenges and Constraints

  • Slow change of mentality towards gender promotion ;
  • Limited resources (human, financial and material) compared to beneficiaries’ needs and their numerous problems.
  • High illiteracy rate, particularly among women ;
  • Widespread poverty among Rwandans, particularly among women ;
  • High maternal and infant mortality rate ;
  • Slowness in trial enforcement ;
  • Limited technical capacity in terms of gender mainstreaming into all policies and programmes of the Umbrella.
